During this period, there have been various developments regarding maritime security in East Asia.
Entering by Chinese Coast Guard vessels into the Japanese contiguous zone around the Senkaku Islands have been confirmed on an ongoing basis. During this period, the intrusions into Japan's territorial waters around the Senkaku Islands also occurred intermittently.
On May 3, Japan's Constitution Day, Chinese Coast Guard vessels intruded into Japanese territorial waters around the Senkaku Islands, and a helicopter took off from the intruding Chinese Coast Guard vessels and violated Japanese airspace. This is the first time that a helicopter from a Chinese Coast Guard vessel has violated Japanese airspace around the Senkaku Islands. In the future, we need to be extremely vigilant against this type of airspace violation.
In recent years, a number of survey activities by foreign oceanographic research vessels without Japan's prior consent or different from the contents of the prior consent have been confirmed in the waters surrounding Japan. The Japan Coast Guard (JCG) has published a document summarizing the activities of such foreign oceanographic research vessels.

On April 30, Japanese Cabinet Office held the first meeting of an expert panel (chaired by Professor Noriko Yagasaki of Tokyo Woman's Christian University) to discuss measures to promote awareness of the Northern Territories issue. With the Russian invasion of Ukraine disrupting visits to graves and exchanges in the region, Japanese government hopes to attract more people to the city of Nemuro and four towns in Hokkaido adjacent to the Northern Territories, and thereby promote regional development. The average age of the former islanders is over 89 years old, and passing on their memories to the younger generation is an issue. Mr. Yoshitaka Ito, Minister of State for Okinawa and Northern Territories Affairs, said at the meeting, "We would like to build an exhibition facility in the adjacent area. We hope you will understand the passion of the local residents and support us. The meeting was attended by experts in community development and digitization of materials. Hokkaido and Nemuro City also participated as observers and explained the current status of awareness-raising activities. The experts will compile recommendations in the future. We have learned that Russia has notified countries that the suspension of the “right of innocent passage” for foreign vessels in the waters surrounding the Northern Territories and the Kuril Islands, which has been in effect since April 16, will be extended until midnight on May 17. Initially, the suspension was set to expire at midnight on May 1. The United Nations Convention on the Law of the Sea recognizes the right of free passage through the territorial waters of another state as long as it does not threaten the security of the coastal state. On the other hand, a coastal state may temporarily suspend harmless passage of foreign vessels in its territorial waters if it is essential for the protection of its own security. Russia took similar measures between April and June of last year, and immediately afterward, in July, Deputy Prime Minister Yury Trutnev and other senior Putin administration officials visited the island of Etorofu. China appears to be constructing a dual-use ship that could play an important role in a possible future Taiwan contingency, The Yomiuri Shimbun has learned through an analysis of satellite images.
The analysis revealed that a deck has been built on a cargo ship in Guangzhou, Guangdong Province. This vessel could be used for ocean research and other purposes in peacetime, but it appears the Chinese military could also use it as a landing ship to carry personnel and weapons or to conduct surveillance activities.
The Chinese military intends to phase in civilian vessels that can easily and cheaply be modified to supplement its transport capacity, which is currently lacking. The dual-use vessel is being constructed in Guangzhou’s Nansha District, where a company affiliated with a Chinese state-owned shipbuilding giant has a shipyard. Satellite images taken on Oct. 23 last year by Planet Labs PBC, a U.S. space firm that operates multiple observation satellites, confirmed the ship was moored at that location.
Images taken by a satellite operated by Maxar Technologies Inc., a U.S. space development company, on March 21 this year also captured the vessel.
An analysis of these images by The Yomiuri Shimbun and the Japan Institute for National Fundamentals revealed that a photo of an identical ship was posted on a Chinese military-related website around November. This website frequently posts photos of Chinese military ships and other equipment, and is closely monitored by Self-Defense Forces officials. The ship does not have a hull number of the type given to military vessels, and the name written on the ship indicates it is a private research vessel.
The institute, which is a public interest incorporated foundation, believes it is highly possible the vessel would be privately operated in peacetime.
The ship is about 40 meters wide and about 200 meters long. The vessel’s shape is similar to an aircraft carrier, but it is shorter than China’s three carriers, which are more than 300 meters long.
Given that the vessel is not long enough to launch fighter jets, its role appears to be as a mother ship for helicopters, as well as for small drones capable of taking off from a short runway. It seems that the vessel will conduct ocean surveys and exploration in times of peace but be operated as a landing ship and used by drones engaged in attacks and collecting information in the event of a contingency. China’s military has a shortage of such ships.
Nothing had been written on the deck as of October. However, the images taken in March showed that white lines had been painted there, including markings for two helipads. The ship also was moored about 600 meters from its previous location. There is a high possibility the ship is already conducting shakedown cruises.
“China, under the guise of military-civilian integration, is bolstering its system that enables merchant ships to supplement the military’s maritime transport capacity,” said Tomohisa Takei, a Planning Committee member at the institute and a former chief of staff at the Maritime Self-Defense Force.
Takei also suggested the vessel was possibly being constructed as an experiment. “Calculations based on the pace at which merchant vessels are constructed at that shipyard suggest China could build about 10 of these ships per year,” Takei said. Stealth craft capable of unmanned operation also were detected near the dual-use ship. It appears that military vessels also are being built at the same shipyard. The use of unmanned boats does not put human crews at risk, so it is possible that China would deploy them on the front line if it should move against Taiwan. |

Japan's Defense Ministry says a Chinese government helicopter briefly entered Japanese airspace near the Senkaku Islands in Okinawa Prefecture on Saturday afternoon. Japan controls the islands. China and Taiwan claim them.
Ministry officials say Japan Coast Guard patrollers first detected an official Chinese vessel entering Japanese waters about 22 kilometers off the islands. They say a helicopter then took off from the Chinese ship and flew within Japanese airspace for about 15 minutes. Officials say the Japan Air Self-Defense Force scrambled fighter jets, but did not use weapons or signal flares.
The officials believe the Chinese side was reacting to a small Japanese civilian aircraft flying near the islands moments earlier.
The Japanese government maintains the Senkaku Islands are an inherent part of Japan's territory, in terms of history and international law. It says there is no issue of sovereignty to be resolved over them.
Japan's Defense Ministry says it has lodged a strong protest with China through diplomatic channels and strongly urged Beijing to prevent a recurrence. Vice Foreign Minister Funakoshi Takehiro lodged a similar protest with China's Ambassador to Japan, Wu Jianghao.
This is the fourth time Chinese aircraft have violated Japanese airspace. Three of the incursions took place off the Senkaku Islands, but this is the first time a Chinese government helicopter was involved.

The discussion lasted approximately 60 minutes. (1) At the beginning of the meeting, Minister Nakatani and Deputy Minister Jayasekara agreed that, in light of the increasingly complex and unpredictable regional and global security environment, it is essential to further strengthen the bilateral partnership, particularly in the field of defense, for the prosperity of both nations and the broader Indo-Pacific region.
(2) Both sides exchanged views on regional security situations including developments in the East China and South China Seas, and Minister Nakatani explained that there are serious concerns regarding unilateral attempts to change the status quo. Nakatani held a Defense Ministerial Meeting with Minister Singh in New Delhi.
2 Minister Nakatani stated the growing importance and necessity of enhancing cooperation and collaboration in defense between of Japan and India, which share the ideal of realizing peace and prosperity of the Indo-Pacific based on rule of law, under the recent regional and international situation surrounding both countries is becoming more complex and uncertain rapidly.
3 Considering this situation, the ministers concurred the importance to create a large synergy in the Indo-Pacific region by enhancing the collaboration among initiatives led by each country from the defense side. Minister Nakatani suggested to proceed the collaboration as “Japan India (India Japan) Defense cooperation in the Indo-Pacific region (JIDIP/ IJDIP)” between the both defense authorities from now on, and materialize the specific cooperation and collaboration with under it. As response, Minister Singh welcomed the suggestion, and stated to discuss specifically about the content from now on.

The Philippine Coast Guard says a Chinese research vessel has conducted "illegal marine scientific research activities" inside the country's exclusive economic zone. At a news conference on Tuesday, the coast guard said the vessel was detected entering the Philippines' EEZ last Thursday, off the northwestern coast of Luzon Island in the South China Sea. The research activities reportedly continued through Monday. Philippine Coast Guard spokesperson Jay Tarriela said the Chinese vessel may have been conducting deep-sea mapping to support submarine navigation. Video footage released by the coast guard shows what it says is a deep-sea submersible capable of diving to depths of 4,500 meters. The footage also shows what it describes as an inflatable boat recovering a piece of equipment. The area where the Chinese vessel was spotted is near southern Taiwan and strategically important because it connects to the Western Pacific. The coast guard said a patrol ship and aircraft were dispatched to urge the vessel to leave the EEZ, and that it is stepping up surveillance in the area.

Japanese government will strengthen surveying surveys of border islands that serve as the base points for Japan's territorial waters and exclusive economic zones (EEZ). It plans to begin laser surveying this fiscal year and to develop a “topography matching system” by FY2026 that will enable automatic comparison of topographic changes. The aim is to quickly ascertain the effects of erosion and other factors, and to maintain territorial waters and EEZs. The survey will be conducted by Japan Cabinet Office in cooperation with the Geospatial Information Authority of Japan (GSI), and will include photographs taken from airplanes to obtain topographic data on all 473 islands preserved and managed by Japan by FY28. Until now, surveys of remote border islands have been conducted approximately every 10 years by taking aerial photographs and satellite images for visual comparison and by conducting field surveys to confirm topographic changes. From now on, the frequency of aerial photography will be increased to every five years, and more detailed data will be obtained by laser surveying of approximately 25 islands that are particularly vulnerable to erosion by waves and other factors. Laser surveying involves irradiating a laser beam from a helicopter onto an island and measuring the light that bounces back to precisely measure the island's shape and other features. The target islands are including “Kita-Kojima Island”, “Naka-Kojima Island” and “Minami-Kojima Island”, which comprise Hizen Torishima (Goto City, Nagasaki Prefecture) in the East China Sea and have good fishing grounds in the surrounding area. The new system will accumulate data obtained from photographs and laser surveying, and automatically compare it with data obtained from surveying again approximately five years later to objectively measure topographic changes and signs of erosion and other landform changes. The earlier changes can be detected, the sooner conservation work can begin to protect the island. On Okinotorishima Island (Tokyo), Japan's southernmost island, a sea wall is being constructed to prevent erosion. Border islands are far from the mainland, and there is a tendency for delays in ascertaining their actual condition. The government has begun to strengthen surveying because of a series of confirmed cases of island disappearances. In 2018, EsanbeHanaKita-Kojima, located off the coast of Sarufutsu Village in Hokkaido, disappeared from the sea surface due to erosion caused by waves and drift ice, and the government concluded in 2023 that it was no longer an island. The government had previously listed 484 border islands nationwide, but in 2023 it reduced the number by 14 and added three new islands to the list, according to the survey. Two Chinese coast guard ships left Japanese territorial waters off the coast of the Senkaku Islands in Okinawa Prefecture on Thursday afternoon after staying there since Wednesday. The Philippines says Chinese naval ships have conducted what it calls "aggressive and unsafe" movements in disputed waters in the South China Sea. Beijing has rejected the claim.
The Philippine military says the incident occurred earlier this week when its patrol ship encountered two Chinese frigates near the Scarborough Shoal. Philippine military video footage shows one of the Chinese vessels sailing alongside the patrol ship while the other crossed in front of its path. The military describes the measure as threatening and provocative, saying it could have resulted in a misunderstanding that increased tensions and impacted regional stability. A spokesperson for China's Southern Theater Command has dismissed the claim, saying the shoal is China's inherent territory. He says the Philippine vessel was attempting to intrude into Chinese territorial waters. He called on the Philippines to immediately stop its "infringement, provocation and distortion of the truth."
Manila and Beijing have been locked in a long-standing dispute over the Scarborough Shoal. But it is unusual for warships from both countries to confront each other. The shoal lies within the Philippines' exclusive economic zone, but China effectively controls it.

Hiroaki Hashiba, owner of the fishing boat “Shishi” belonging to Shonan Fishing Cooperative Association, which operated in the waters of the Senkaku Islands in Ishigaki City on May 7 and 8, gave an interview to Yaeyama Nippou on May 9. Chinese Coast Guard vessels that intruded into Japanese territorial waters attempted to approach his fishing boat, but Japan Coast Guard patrol boats prevented them from approaching with a strong guard. Mr. Hashiba said, “If the Coast Guard had been weak, all the Senkaku Islands would have been taken by China. In late April, the “Shishi” sailed from its home port of Sashima Fishing Port (Yokosuka City) to Tonoshiro Fishing Port in Ishigaki City. At around 8:00 a.m. on May 7, a total of five people, including the ship's guide, Mr. Nakama, and company employees, set sail for the Senkaku Islands. Immediately afterward, Japanese Coast Guard informed them that China Coast Guard vessels were waiting for them. The “Shishi” arrived in the vicinity of the Uotsuri Island around noon and began fishing. According to Japanese Coast Guard, China Coast Guard vessels “2303” and “2301” both equipped with machine guns intruded into Japanese territorial waters around 0:30. According to Mr. Hashiba, the Chinese vessels made moves to approach the “Shishi”, but five Japanese Coast Guard patrol boats guarded the “Shishi”. Two other Japanese patrol boats intervened between the Chinese vessels and the “Shishi”, preventing the Chinese vessels from moving.
Mr. Hashiba said, “Japanese patrol boats were skillfully maneuvered, and there was a difference from the Chinese ones. Thanks to them, I felt no fear. At night, when we anchored to spend the night at sea, Japanese Coast Guard called us by satellite phone and said, 'We will come to your rescue if anything happens, so please rest in peace,' which was very moving,” he said. Japan has lodged a strong protest with China after detecting work on a new structure near the median line between the countries in the East China Sea.
Japan's Foreign Ministry said on Tuesday that it confirmed China had started construction on the Chinese side of the line.
Tokyo and Beijing agreed in 2008 to jointly develop gas fields in the area. But with negotiations for the agreement at a standstill, China has been pressing ahead with construction activities.
The director-general of the Foreign Ministry's Asian and Oceanian Affairs Bureau, Kanai Masaaki, told a Chinese embassy official in Japan that China's unilateral development was extremely regrettable.
Kanai also demanded that Beijing swiftly return to the table for negotiations based on the 2008 agreement.

On the morning of May 14, four Chinese Coast Guard vessels intruded into Japan's territorial waters off the Senkaku Islands in Okinawa Prefecture. 4 ships left the territorial waters before noon after sailing in Japan's territorial waters for nearly 2 hours, and Japan Coast Guard Headquarters is continuing to warn and monitor them to prevent them from intruding into the territorial waters again.
