After renewal of exhibits, Japan's National Museum of Territory and Sovereignty reopened on April 18.
The National Museum of Territory and Sovereignty is the national exhibition facility to promoting accurate understanding of the facts and Japan’s position with regard to the Northern Territories, Takeshima and the Senkaku Islands.
The exhibits are designed to attract people of all ages to learn about territory and sovereignty, including exhibits using immersive theater technology and 2D animated images to learn about history.
The traditional panel displays also continue to be set up, and there is a section of archives and databases for specialists and researchers.
It will be noted for its activities as a center for disseminating the facts about the Northern Territories, Takeshima, and the Senkaku Islands and promoting an accurate understanding of Japan's position both domestically and internationally.

Japan Minister of Defense Mr. Nakatani’s announcement at the press conference (excerpt)
I understand that a ceremony was held on April 5 to celebrate the completion of the renovation of the Ream Naval Base in Cambodia. In recent years, China's moves to secure bases for its overseas activities, such as ports, have become increasingly prominent. The Ministry of Defense is closely monitoring these developments with great interest.
And, from April 19 to 22, Japan Maritime Self-Defense Force (JMSDF) vessel, which is currently deployed on the “IMED25 (Indo-Pacific and Middle East Deployment 2025),” is scheduled to make a port call at the Ream Naval Base in Cambodia. We are aware that this will be the first time that a foreign naval vessel will call at the Ream Naval Base after its refurbishment. It is a symbol of the friendly relationship between our two countries. This port call is an indication of the progress of cooperation between Japan and Cambodia in the areas of security and defense. It will also contribute to making this base a “more open port”, which is important for the realization of a “free and open Indo-Pacific” and, by extension, for the stability and peace in the region, including Japan. Ministry of Defense and Self-Defense Forces will continue to consider and pursue port calls at every opportunity, not only this time but also in the future.

On April 15, the Philippine
military held a press conference on five underwater drones found by fishermen over the past several years, revealing that these drones had the capability to collect information useful for "underwater warfare. The Philippine military spokesman also stated that there was evidence that at least one underwater drone had transmitted a signal to China. These drones were discovered between 2022 and 2024 in locations "important strategically in the defence and the security not only of the country but for international maritime navigation", Philippine military officials told reporters at a briefing on Tuesday.
Their data collection served purposes "beyond navigation", according to Rear Admiral Roy Vincent Trinidad, who serves as the navy's spokesman for South China Sea issues. He said the information could be used for "underwater warfare", detecting threats and testing weaponry below the surface.
While declining to definitively identify the drones' origin, Rear Admiral Trinidad noted that several bore Chinese markings, while at least one had relayed a signal to China. He said "Based on the technical study of the forensics of the SIM card (found on one of the five drones), the last contact of the card was in mainland China". Yoshimasa Hayashi announced at a press conference on April 17 that Russia has issued a navigational alert in the waters surrounding the Northern Territories, temporarily disallowing foreign warships and public vessels to sail through the area from 4 p.m. on April 16 until midnight on May 1. He pointed out that the waters covered include Japan's territorial waters. Secretary Hayashi explained that Japanese Government protested to the Russian side through diplomatic channels, saying, "This is contrary to our country's position and is unacceptable”. Japan-Australia Vice Ministers’ Meeting
On April 16, commencing at 5:00 p.m. for approximately two and a half hours, Mr. FUNAKOSHI Takehiro, Vice Minister for Foreign Affairs of Japan, held a meeting including a working dinner with Her Excellency Ms. Jan Adams, Secretary of the Department of Foreign Affairs and Trade of Australia, in Tokyo. The overview is as follows.
1 The two sides welcomed that, amid further progress in bilateral cooperation, the “Special Strategic Partnership” between Japan and Australia has become more solid than ever and concurred to continue to strengthen cooperation toward the realization of a “Free and Open Indo-Pacific”.

The “National Museum of Territory and Sovereignty” (Chiyoda-ku, Tokyo), the government's center for disseminating information on territorial issues, will reopen on April 18. The museum exhibits materials showing that the Northern Territories (Hokkaido), Senkaku Islands (Ishigaki City, Okinawa Prefecture), and Takeshima (Oki Island Town, Shimane Prefecture) are Japan's inherent territories. The renewal of the museum is intended to promote understanding of the situation surrounding the territory among a wide range of visitors, including young people, who have not been frequent visitors to the museum. The concept of the museum was changed from the traditional “reading” exhibit to a “hands-on” exhibit that utilizes video images. The museum was opened to the press on April 17, and a variety of images were shown on large monitors and projectors.
In the “Immersive Theater,” the centerpiece of the exhibition, thirteen projectors projected CG images of the landscape of each island on five walls, the floor, and the ceiling. The images showed creatures that live or once lived in each area, such as killer whales swimming among the ice floes in the Northern Territories and albatrosses nesting in the cliffs of the Senkaku Islands. The powerful 7-minute video footage gives the viewer the impression of flying over the islands or diving into the surrounding ocean.
Senior Coordinator Kohei Saito, Office of Policy Planning and Coordination on Territory and Sovereignty, Japanese Cabinet Secretariat, said, “I hope people will watch the video and learn about the islands as if they were actually there,” and called for school trips and social studies tours to visit this museum, which is also close to the Japan’s Diet.
An extension is scheduled to open this summer and fall. |

The national exhibition
facility of materials related to the Northern Territories, Takeshima and the Senkaku Islands has been reopened. Mr. Sakai, Minister in charge of Territorial Issues, expressed his intention to strengthen the dissemination of information about Japan's position, including to attract the younger generation. A ceremony was held to commemorate the reopening of “the National Museum of Territory and Sovereignty” in Tokyo's Chiyoda Ward, which exhibits historical materials related to the Northern Territories, Takeshima in Shimane Prefecture, and the Senkaku Islands in Okinawa Prefecture. Minister Sakai said, "I hope that a wide range of people, even the younger generation, will visit the museum with interest. I hope that visitors will deepen their understanding of Japan's territory, sovereignty, and surrounding oceans, and that they will have an opportunity to think about the measures that Japan should take in the increasingly severe international environment”. He emphasized, "We will strive to strengthen information dissemination so that an accurate understanding of Japan's position will spread, and we will respond firmly with determination to defend our territory, territorial waters, and airspace”. In the renovated museum, visitors can experience an immersive experience of flying over the islands or diving in the ocean by making full use of video images. The government is calling for its active use in extracurricular classes at schools. |

On April 18, it was learned
that Russia has notified the Japanese government that it will conduct military exercises in a wide area of ocean, including the waters around Hokkaido, and that the Japanese government has protested to the Russian side. According to Japanese Ministry of Foreign Affairs and others, the designated area for the exercises is the sea area that includes the Northern Territories, which is unusually wide-ranging in recent years. On April 16, Russia suspended the "right of innocent passage” for all countries, including Japanese vessels, in the waters surrounding the Northern Territories, and the Japanese government is becoming increasingly alarmed by Russian developments. According to Japanese Ministry of Foreign Affairs, on April 17, Russia notified that it would conduct shooting exercises in the waters near Hokkaido and including the Northern Territories from that day until April 22. On the same day, through diplomatic channels, Japanese Ministry of Foreign Affairs lodged a stern protest with the Russian side, saying, "Russia's moves to strengthen its military in the four northern islands, including these shooting exercises, are incompatible with our country's position and unacceptable". The designated area for the exercises includes the sea areas east of Hokkaido, as well as the sea areas of the Habomai Islands, Kunashiri Island, and Shikotan Island. A Japanese government official stated, "Never in recent years has such proximity to Japan and such a wide area been notified”. On April 16, Russia notified that it would suspend the “right of innocent passage” for vessels of other nations in the surrounding waters of the Northern Territories. The United Nations Convention on the Law of the Sea recognizes the “right of innocent passage” that allows vessels to navigate freely through the territorial waters of other countries as long as they do not infringe on the security of the coastal state. The Japanese government protested through diplomatic channels, but according to Japanese Ministry of Foreign Affairs, the Russian side did not explain the reason for the suspension of the right of innocent passage. Meanwhile, on April 17, Russia protested to the Japanese side through diplomatic channels over missile launch drills scheduled to be conducted by Japan Self-Defense Forces in Hokkaido this June. The Russian side reportedly criticized Japan's missile drills as "provocative military activities. Two vessels of Japan's
Maritime Self-Defense Force have made a port call at a naval base in Cambodia, which has been expanded with China's financial support. The minesweeper tender Bungo and the minesweeper Etajima arrived on Saturday at Ream Naval Base in Cambodia's southwest. At a welcome ceremony, Captain Amano Shinsuke, commander of the MSDF's Minesweeper Division 3, said the visit was enabled by efforts between Japan and Cambodia to promote cooperation. The representative of the Cambodian Navy expressed welcome to the MSDF members. Work to expand Ream Naval Base was completed this month with assistance from China. The Japanese minesweepers are the first foreign ships to call at the base since the work was completed. The United States has expressed concern that China may use the base for military purposes in return for its assistance. Observers say the port call appears to be part of efforts by Japan to step up cooperation with Cambodia amid intensifying maritime activity by Beijing. United States have kicked off the 40th iteration of their annual "Balikatan" joint military exercise. The US military is set to deploy a cutting-edge weapon system at this year's drill. It comes as tensions between Manila and Beijing ratchet up over their competing territorial claims in the South China Sea and China's aggressive actions around Taiwan. At Monday's opening ceremony in Camp Aguinaldo, Quezon City, Metro Manila, Gen. Romeo Brawner, chief of staff of the Armed Forces of the Philippines, called for the exercise to "embody unity in strength and herald a promise of peace through preparedness." A total of over 14,000 troops from the two countries are taking part in the 19-day exercise, whose name means "shoulder to shoulder" in Filipino. Both forces will conduct live-fire defense training simulating missile attacks along the Philippine coast facing the South China Sea. They'll also carry out amphibious landing exercises on northern coastal areas and outlying islands near Taiwan to strengthen joint operational coordination. The US side will deploy the NMESIS anti-ship missile system and unmanned surface vessels to the Philippines for the first time as part of joint training. The missile has a range of over 180 kilometers and is mounted on an unmanned vehicle.
The exercise comes as the administration of US President Donald Trump steps up its efforts to deter China. The Chinese Eastern Theater
Command, the Chinese military with jurisdiction over the Taiwan area, announced on April 24 that the U.S. missile destroyer William P. Lawrence passed through the Taiwan Strait on April 23. The Chinese side blamed the U.S., explaining that it had mobilized sea and air forces and conducted "vigilant monitoring of the entire route”.
The U.S. military is currently conducting “Balikatan,” an annual joint exercise with the Philippines' military in the northern Philippines and other areas close to Taiwan. one Chinese Y-9 information gathering aircraft flying from the East China Sea to the Pacific Ocean through the area between the main island of Okinawa and Miyakojima Island on April 24. This aircraft flew to the area off the main island of Okinawa, and circled, then turned and flew back to the East China Sea through the same area. (Purple line in the below chart)
On the same day, Japan Joint Staff confirmed one Chinese TB-001 reconnaissance / attack UAV flying from the East China Sea to the Pacific Ocean through the area between the main island of Okinawa and Miyakojima Island. This UAV flew from the area south off the main island of Okinawa to the area off Tokunoshima Island, then turned and flew back to the East China Sea through the same area. On the same day, Japan Joint Staff also confirmed one Chinese GJ-2 reconnaissance / attack UAV flying from the East China Sea to the Pacific Ocean through the area between the main island of Okinawa and Miyakojima Island. has confirmed Chinese naval vessels including one Admiral Kuznetsov class aircraft carrier Shandong (hull number 17) navigating in the Pacific Ocean as the below table and chart. During this period, the Shandong (hull number 17) was confirmed to have made approximately 130 landings and takeoffs, including approximately 70 by fighter aircraft and 60 by helicopters. On April 25, these Chinese naval vessels were confirmed to have sailed toward the South China Sea. |

On April 26, the U.S. and
Philippine militaries conducted an airlift and deployment exercise of the U.S. military's most advanced anti-ship missile system, NMESIS, to the Batanes Islands in the Philippines' northernmost province of Batanes, near Taiwan, as part of a large-scale joint exercise, "Balikatan”. The two militaries revealed the deployment of the NMESIS. The U.S. military stressed that the deployment of this system was a “historic milestone” in enhancing joint deterrence. U.S. C-130 transport aircraft was used for the transportation. The NMESIS mounted on the vehicle was moved to create a front line position, and training was reportedly conducted throughout Batanes. Meanwhile, on the 27th, the Philippine military announced that three Chinese naval vessels appeared during a joint maritime drill conducted on the 26th off the coast of the province of Zambales on Luzon Island. Chinese state media reported
on April 26 that the Chinese Coast Guard has taken control of a disputed reef near a major Philippine military base in the South China Sea. According to state broadcaster China Central Television (CCTV), the Chinese Coast Guard “implemented maritime control” of the Sandy Cay in the mid-month.
This small cay is a part of the Spratly Islands and is located near Pag-asa Island, where the Philippines has a military base.
According to CCTV, the Chinese Coast Guard officers landed on the Sandy Cay and “exercised sovereignty and jurisdiction” over the cay. They conducted “inspections” and “collected video evidence of illegal activities on the Philippines.”
CCTV showed a photo of five people dressed in black standing on the uninhabited cay. It also showed a photo of four members of the Chinese Coast Guard raising the national flag, which CCTV described as a “pledge of sovereignty.”
The Financial Times reported that an anonymous Philippine maritime official said that the Chinese Coast Guard officers withdrew after raising the flag.
There are no indications that China will permanently occupy the cay or build structures on it.
China and the Philippines continue to confront each other in disputed waters. The Philippines is currently participating in large-scale joint military exercises with the United States, which the Chinese government has condemned as undermining regional stability. |

The Philippines asserted its
sovereignty over Pag-asa Cays 1, 2, 3 and its surrounding waters through an "inter-agency maritime operation" (IAMO) on Sunday morning.
"This coordinated effort involved the Philippine Navy, Philippine Coast Guard, and Philippine National Police-Maritime Group, reinforcing Philippine authorities’ routine and lawful exercise of maritime domain awareness and jurisdiction over the West Philippine Sea," the National Task Force West Philippine Sea (NTF WPS) said in a statement late Sunday.
This came after China claimed that it took possession of one of the cays over the weekend.
It added that the four composite teams aboard rubber boats were deployed to the cays. Teams One and Two reached Cay-1, Team Three arrived at Cay-2, and Team Four landed at Cay-3. "During the operation, the teams observed the illegal presence of China Coast Guard 5102, approximately 1,000 yards east of Cay-2 as well as seven Chinese Maritime Militia vessels near Cay-2 and Cay-3," NTF-WPS said.
The agency said this operation underscores the Philippine government's unwavering dedication and commitment to upholding the country’s sovereignty, sovereign rights, and jurisdiction in the WPS.

Japan-Viet Nam Summit Meeting (excerpt)
On April 28, 2025, commencing at 8:50 a.m. (local time;10:50 AM, JST) for approximately 110 minutes, Mr. ISHIBA Shigeru, Prime Minister of Japan, held a summit meeting with H.E. Mr. PHAM Minh Chinh, Prime Minister of the Socialist Republic of Viet Nam at the Prime Minister’s office during his visit to the Socialist Republic of Viet Nam. The overview of the meeting is as follows. Prior to the meeting, Prime Minister Ishiba laid a wreath at the Monument to Heroic Martyrs and the Ho Chi Minh Mausoleum. This was followed by a welcome ceremony hosted by Prime Minister Chinh. After the meeting, the two leaders held a document exchange ceremony and a joint press conference, and issued a joint press release.
1 Introduction Prime Minister Chinh welcomed Prime Minister Ishiba's visit and he stated that it is a pleasure to see the development of Japan-Vietnam relations in various fields. He conveyed his intention to closely cooperate with Prime Minister Ishiba in further strengthening the bilateral relations and in responding to regional and international issues based on the “Comprehensive Strategic Partnership”. They also discussed the importance of specific cooperation such as the transfer of defense equipment and technology, as well as OSA.

The two leaders agreed to establish a vice-ministerial-level Foreign and Defense Policy Dialogue (2+2) to strengthen strategic communication between the two countries, with the first meeting to be held in Japan in 2025. For Japan’s OSA, Vietnam side will actively consider and respond to any specific needs. Japan-Philippines Summit Meeting (excerpt)
On April 29, from 5 p.m. local time (6 p.m. Japan time) for approximately 85 minutes, Mr. ISHIBA Shigeru, Prime Minister of Japan, who is visiting the Philippines, held a Japan-Philippines Summit Meeting with H.E. Ferdinand R. Marcos, Jr., President of the Republic of the Philippines. The overview of the meeting is as follows (small group meeting: for approximately 25 minutes from 5 p.m., plenary meeting: for approximately 60 minutes from 5:25 p.m.). The meeting was preceded by a welcome ceremony.
1 Introduction (1) President Marcos welcomed Prime Minister Ishiba’s visit to the Philippines and stated that the relations between the two countries, which see increasing cooperation, are now in a golden age. Prime Minister Ishiba responded by expressing his pleasure at visiting the Philippines for the first time in 25 years and his gratitude for the warm hospitality. (2) Furthermore, Prime Minister Ishiba stated that both Japan and the Philippines are allies of the United States, sharing fundamental values such as the rule of law, and expressed his desire to continue to work together to realize a Free and Open Indo-Pacific. In response, President Marcos responded that he would like to promote cooperation in a wide range of areas to further strengthen the strategic partnership between the two countries.
2 Bilateral Relations (1) Security a. The two leaders welcomed the progress made towards the implementation of the Japan-Philippines Reciprocal Access Agreement (RAA) and concurred to commence negotiations on an Acquisition and Cross-Servicing Agreement (ACSA) to reinforce operational collaboration. Moreover, the two leaders confirmed the importance of early conclusion of an Agreement on the Security of Information promptly and agreed to facilitate discussions among governments. b. In addition, the two leaders confirmed that, from the perspective of strengthening deterrence for regional stability, they will continue to promote multilayered cooperation in the areas of Official Security Assistance (OSA) and defense equipment and technology, as well as deepening cooperation in the area of maritime safety through base development, capacity improvement support, and joint training between Japan, the Philippines and the U.S.
3 Regional and International Situations (2) The Situation in East China Sea and South China Sea The two leaders discussed the situation in the East China Sea and South China Sea and confirmed their opposition to unilateral attempts to change the status quo by force. (3) Japan-Philippines-U.S. Cooperation The two leaders agreed to continue communication in order to enhance cooperation to realize a Free and Open Indo-Pacific based on the rule of law, with the U.S. engagement, also through deepening Japan-Philippines-U.S. cooperation. Japan Joint Staff confirmed
one Chinese Y-9 Patrol aircraft flying from the East China Sea to the Pacific Ocean through the area between the main island of Okinawa and Miyakojima Island on April 29. This aircraft then circled, turned and flew back to the East China Sea through the same area. (Red line in the below chart)
On the same day, Japan Joint Staff also confirmed one Chinese UAV (estimated) flying from the East China Sea to the Pacific Ocean through the area between Yonagunijim Island and Taiwan. (Orange line in the below chart) Japan Air Self-Defense Force scrambled to them. |
