There have also been concerning actions by China and Russia in the first half of this month.
On September 2, it was reported that China had installed structures such as oil and gas drilling rigs within Taiwan's Exclusive Economic Zone (EEZ), including the area around the Pratas Islands. On September 10, China announced that it would establish a national nature reserve at Scarborough Shoal in the South China Sea, which is a disputed area with the Philippines.
Russia is also taking steps to justify its effective control over the Northern Territories, such as constructing a new war victory memorial facility on Shumshu Island and conducting propaganda and patriotic activities using vessels of the Pacific Fleet.
As part of diplomatic efforts, a Japan-India summit was held on August 29, followed by the Japan-Australia Foreign and Defense Ministerial Consultations (2+2) on September 5, and the Japan-Philippines Defense Ministers’ Meeting on September 9. Japan reaffirmed its commitment to advancing bilateral and multilateral cooperation with these countries in opposing unilateral attempts to change the status quo by force or coercion in the East and South China Seas.

Japan-India Summit Meeting
and Working Dinner (excerpt)
On August 29, for
approximately 90 minutes, Mr.
ISHIBA Shigeru, Prime
Minister of Japan, held a summit meeting with H.E. Mr.
Narendra Modi, Prime
Minister of India, who is
visiting Japan.
Following the meeting, the
two leaders issued outcome
documents including the “
Japan-India Annual Summit Joint Statement”
and held a joint press
occasion. Then, following the
joint press occasion, a working dinner
was held. The overview is as
follows.
2. Security and Defense
Both leaders confirmed that,
as the security environment
surrounding Japan and India
is becoming increasingly severe,
Japan and India will share
greater responsibility toward
the common goal of peace and
stability in the Indo-Pacific.
5. Free and Open Indo-Pacific
(FOIP), Japan-Australia-India-
U.S. (Quad)
Prime Minister ISHIBA stated
that Japan and India, which
share fundamental values and strategic interests, bear
great responsibility for
peace and stability in the
Indo-Pacific region and international society, and
that he wishes to fulfill
this responsibility together
with Prime Minister Modi. The two leaders
affirmed the importance of
the FOIP.
Prime Minister Modi stated
that Japan is an important
partner, and that he wishes
to deepen cooperation in wide-ranging
fields, including Japan-
Australia-India-U.S (Quad).

14. The two Prime Ministers,
taking into account the
prevailing global situation
resolved to uphold the international
order based on the rule of
law and reaffirmed their
steadfast commitment to a free and open
Indo-Pacific that is peaceful,
prosperous and resilient. They also reiterated their commitment
to advancing cooperation
among like-minded countries
through multilateral frameworks such
as Quad between Australia,
India, Japan and the United
States, to promote peace, stability, and
prosperity in the region. In
this regard, they welcomed
the evolution of the Quad into a
vital and enduring regional
grouping.
15. The two Prime Ministers
expressed serious concern
over the situation in the
East China Sea and the South China Sea. They
reiterated their strong
opposition to any unilateral
actions that endanger the safety as well
as freedom of navigation and
overflight, and attempt to
change the status quo by force or
coercion. They shared their
serious concern over the
militarization of disputed features. They
reaffirmed that maritime
disputes must be resolved
peacefully and in accordance with international
law, in particular the UN
Convention on the Law of the
Sea (UNCLOS).
18. The two Prime Ministers
welcomed the close
cooperation between a Free
and Open Indo-Pacific (FOIP) and Indo-
Pacific Oceans’ Initiative (
IPOI).

On August 29, the Ministry of
Defense announced that it
will deploy the unmanned reconnaissance aircraft
SeaGuardian (MQ9B) to Japan
Maritime Self Defense Force (
JMSDF)’s Kanoya Air Base (Kanoya City,
Kagoshima Prefecture) and
Hachinohe Air Base (Hachinohe
City, Aomori Prefecture).
At Kanoya Base, preparations
for operational deployment
will begin in fiscal 2027 with the use of two aircraft. In fiscal 2028,
two additional aircraft will
be deployed, and JMSDF will commence operations with a total of
four aircraft.
From May 2023 to September
2024, JMSDF conducted trial
operations of the SeaGuardian
at Hachinohe and Kanoya Bases to
evaluate whether unmanned
aircraft could conduct surveillance and monitoring in the Sea of
Japan and surrounding waters
of the East China Sea.
Based on that insight, it was decided
to deploy the aircraft at
both bases to replace fixed-
wing patrol aircraft for
surveillance and monitoring
operations.
According to the announcement,
there are plans to
eventually acquire a total of
23 aircraft, with approximately 10 to be
deployed at Kanoya Base. In
its initial budget request
for fiscal 2026, the Ministry of Defense included
77 billion yen for the
acquisition of four aircraft
and 11.1 billion yen for design and other costs
related to the construction
of hangars at Kanoya Base.
The number of flights and
takeoffs/landings is expected
to be on par with that of the
current fixed-wing patrol aircraft.

These vessels sailed west
through the Tsugaru Strait
and navigated to the Sea of
Japan.

On August 31, JMSDF confirmed
one Chinese Luyang III class
destroyer (hull number 134)
and one Chinese Fuchi class oiler
(hull number 886) sailing
northwest in the waters 120km
east of Miyakojima Island (Okinawa
Prefecture).
These vessels sailed
northwest through the waters
between Okinawa and
Miyakojima Islands and navigated to the East China
Sea.

China is drilling for oil and
gas inside Taiwan’s exclusive
economic zone (EEZ), a move
that analysts believe is likely
part of Beijing’s unilateral
grab for disputed territory
that could also aid a future invasion of Taiwan.
During July and August at
least 12 oil and gas vessels
and permanent structures were
detected inside Taiwan’s EEZ –
including one within 50km of
the restricted-waters border
of the Taiwan-controlled Pratas
Islands – as well as several
steel supports for fixed
offshore drilling platforms, called jackets. Their
presence inside Taiwan’s EEZ
have not been previously reported.
Experts said the activity fit
the pattern of Beijing’s “
greyzone” strategies for
seizing disputed territory.
“China’s greyzone aggression
routinely leverages
commercial activity for
expansionist goals,” said Ray Powell, director of
SeaLight, a maritime
transparency project at
Stanford University.
The presence of Chinese
vessels and structures in the
EEZ was first identified in
research published on September 2 by
US thinktank, the Jamestown
Foundation, which said they
were owned by the state-run China
National Offshore Oil
Corporation (CNOOC).
The report found some assets
had been there for at least
five years, with one coming
within a kilometer of the Pratas
restricted-waters border in
2024.
However, there is no sign of
the Taiwan government having
responded to it, despite
frequently enforcing its EEZ elsewhere.
“My guess is that Taipei
lacked capabilities to
respond, and that explains
why they didn’t,” said Bonnie Glaser, managing
director of the Indo-Pacific
program at the US-based
German Marshall Fund. “Perhaps they
underestimated how extensive
it would be.”
As a state-owned firm, CNOOC
also works in the interests
of Beijing’s political
ambitions. In 2012, CNOOC’s chair, Wang Yilin,
said in a speech: “Large-
scale deep-water rigs are our mobile national territory and a strategic weapon,” according to the Wall Street
Journal.
Such activity has previously
drawn the ire of other
governments. This week Japan’
s government accused Beijing of
positioning 21 drilling rigs
inside the Japanese EEZ, in
an alleged “unilateral” effort to develop gas fields
in disputed waters of the
East China Sea and potentially extract gas from the Japanese side.
The Jamestown report warned
that structures like the
jackets also had potential
for dual use by China’s military, and “could
facilitate a full range of
coercion, blockade,
bombardment and/or invasion scenarios against
Pratas or Taiwan more
generally”.

On September 3, Taiwan
accused China of breaching
international law by
installing structures such as oil and gas drilling
rigs within Taiwan's
exclusive economic zone (EEZ).
This comes after a U.S. think
tank report pointed out that
China National Offshore Oil Corporation (CNOOC), a major Chinese
state-owned energy company,
has installed 12 structures in Taiwan's claimed exclusive economic zone (EEZ) near
disputed Pratas Island.
Taiwan maintains effective
control over Pratas Island in
the northern South China Sea,
but China also claims sovereignty over
the island and most of the
South China Sea.
The Office of the President
of Taiwan stated in a
declaration, “In recent years,
China has been installing fixed structures
such as oil and gas drilling
rigs within the EEZs and
continental shelves of South Korea, Japan, our
country (Taiwan), and
countries surrounding the
South China Sea.”
“This not only violates
international legal norms
such as the United Nations
Convention on the Law of the Sea (UNCLOS), but
also significantly undermines
the international order and
poses uncertain risks to regional
stability,” it stated,
demanding China “immediately
cease” its illegal activities.

and Defence Ministerial

On September 5, for
approximately 3 hour, Mr.
IWAYA Takeshi, Minister for
Foreign Affairs of Japan, and Mr. NAKATANI Gen,
Minister of Defense of Japan,
held the 12th Japan-Australia
2+2 Foreign and Defense
Ministerial Meeting with the
Hon. Richard Marles MP,
Deputy Prime Minister and Minister for Defense of
the Commonwealth of Australia
and Senator the Hon. Penny
Wong, Minister for Foreign Affairs
of the Commonwealth of
Australia in Tokyo. Following
the consultations, a Joint
Statement was issued. The
overview of the meeting is as
follows:
1. Overview
At the outset, Minister IWAYA
stated that Japan and
Australia have the will and
capability to play a leading role in realizing a
“Free and Open Indo-Pacific" (
FOIP) and that the Japan-
Australia security cooperation, as the
central pillar of the
coordination among like-
minded countries, has become broader and more
robust than ever before. He
also expressed his desire to
further strengthen Japan-Australia
security cooperation.
Minister NAKATANI stated that
Japan and Australia being at the
central pillar of the
coordination among like-
minded countries. He also shared his view that it was important to bring new values
and benefits to the entire Indo-Pacific region by
generating synergy through
enhanced cooperation and collaboration among Japan and Australia’s
respective initiatives.
3. Addressing and Cooperation
on Regional and International
Issues Japan and Australia exchanged
candid views on the security
environment in the Indo-
Pacific region and reaffirmed their
continued contribution to
regional and international
peace and stability.
Japan and Australia
reaffirmed their strong
opposition to any unilateral
attempts to change the status quo by force or
coercion in the East China
Sea and South China Sea and
expressed serious concerns at the
increase in scale and
frequency of provocative
activities by China in Japan’s maritime and air
domains. They also concurred
on the importance of
maintaining peace and stability across the
Taiwan Strait.
Furthermore, Japan and
Australia concurred on
further enhancing
interoperability among Japan, the US, and Australia, and to
strengthen networks among
allies and like-minded
countries, including Japan-Australia-India-U.S.(
Quad), Japan-US-Australia-
Philippines, the EU, NATO, and IP4.

On September 5, the Russian
Navy's Pacific Fleet
announced on the 5th that
vessels including large anti-submarine ships
and large landing ships would
visit the Kuril Islands (
which include the Northern Territories and the
Kuril chain). As part of the
propaganda and patriotic
campaign “The Power of Truth—2025.” TASS
and other news agencies
reported.
The naval vessel will call at
Paramushir Island in the
northern Kuril Islands, as
well as the Northern Territories islands
of Etorofu and Kunashiri. The
campaign is said to aim at
promoting Russia's values as a nation
and rejecting any "
falsification" of the
outcomes of World War II.
The naval vessel has already
conducted a salute ceremony
off the coast of Shumshu
Island at the northeastern tip of the Kuril
Islands. On the island,
Soviet forces conducted a
landing operation on August 18, 1945, after
Japan's unconditional
surrender, engaging in combat
with the Japanese garrison.

since Russia’s victory over
Japan in World War II, and
the Putin administration is
intensifying efforts to
justify its control over the
Northern Territories through commemorative events and
other actions.

The Putin administration is
focusing on promoting tourism
to the Northern Territories

from Western nations persists, Russia is
emphasizing its history to
deter Japan.

Defense Minister Gen Nakatani
held talks with Philippine
Defense Secretary Teodoro in Seoul,
South Korea. With China's
increasingly assertive
actions in the East and South China Seas in mind, they agreed to further strengthen defense cooperation. They also confirmed the acceleration of discussions toward the early conclusion
of the General Security of Military
Information Agreement (GSOMIA)
for sharing classified
information.
The talks between Nakatani
and Teodoro was the third
this year, following those in
February and June. Faced with the shared
challenge of China's maritime
expansion, Japan and the
Philippines have rapidly deepened their
defense cooperation. The two
countries are also aiming to
build cooperation among five
nations, including the United States, South Korea, and
Australia.
Following the meeting,
Nakatani told reporters, “
Confirming the deepening of
defense cooperation with the
Philippines is highly
significant for peace and
stability in the Indo-Pacific region.” During the meeting,
Teodoro stated, "We must not
underestimate the threat,"
and emphasized that “we should
recognize that what happened
in Ukraine due to Russia's
invasion could also happen in
neighboring regions.”

China Coast Guard ships have sailed in Japan’s contiguous zones around the Senkaku Islands in Okinawa Prefecture for 295 days in a row as of September 9, a record since the islands
were purchased by the Japanese
government in 2012.
Since then, CCG ships have
often entered Japan’s
contiguous zones, which are
about 22-kilometer-wide zones
outside of the country’s
territorial waters. September
11 marked 13 years since the islands’
nationalization.
CCG ships coming too close to
Japanese fishing ships has
become a common occurrence
around the islands. The ships also
often intrude into Japan’s
territorial waters around the
Senkaku Islands as well.
The Japan Coast Guard is
increasing its efforts to
improve security precautions
in the area.
“I could see two to four [
Chinese] coast guard ships
sailing in the area,” said a
57-year-old fisherman in Yonaguni,
Okinawa Prefecture. “They
blocked the direction I
wanted to sail in, and one of them came about five
kilometers from my boat.”
The incidents began before
dawn on Aug. 2 when the man
started fishing off Uotsuri
Island in his 6.6-ton fishing boat,
according to the man and the
JCG’s Naha-based 11th
Regional Coast Guard Headquarters, which is
in charge of the area around
the Senkaku Islands.
Two 3,000 ton-class CCG ships
believed to be equipped with
automatic canons entered
Japan’s territorial waters and
approached his boat.
The JCG deployed three patrol
ships to protect the man’s
boat.
The CCG ships continued
sailing around the man’s boat
until Aug. 4, while also
sometimes entering Japan’s territorial
waters.
“I’m too scared to go fishing
without the JCG’s security
escort,” he said.
The number of times CCG ships
have intruded into Japan
waters around the Senkaku
Islands has significantly increased since
2012.
Until 2018, CCG ships entered the contiguous zones about 200 days a year. However, in the past five years, CCG ships have stayed near the islands, even when weather conditions were
bad, partly due to the ships being
larger than before.
Last year, CCG ships sailed
in the contiguous zones for a
record 355 days.
This year, CCG ships have
never left the contiguous
zones and have been around
the islands for 252 consecutive days as of
September 9.
Since Nov. 19, CCG ships have
been around the islands for a
record 295 consecutive days.
In March, CCG ships stayed in
Japanese territorial waters
for 92 consecutive hours, the
longest amount of time since 2012,
coinciding with fishing
operations.
CCG ships have entered Japan’
s territorial waters 20 times
this year, and for 14 of
those times, there were no Japanese
fishing boats near the
islands.
The JCG asked for ¥37.6
billion in its initial budget
request for fiscal 2026, more
than triple the amount in this fiscal year’s
budget, to strengthen its
capability to conduct patrols
around the Senkaku Islands.
If approved, the JCG plans to
build larger patrol vessels,
which will be in the 1,500 to
6,000 ton-classes.
The JCG already operates
unmanned aircraft mostly over
the islands and intends to
use the requested budget to deploy
four more unmanned aircraft
for that purpose.
“The situation is not normal
this year as CCG ships will
likely stay in the area
around the Senkaku Islands for all 365 days,”
said Seishiro Sakamoto, 59,
head of the 11th regional
headquarters.
“To prevent unpredictable
incidents, we will continue
to respond accordingly.”

China has approved the creation of a national nature reserve at the disputed Scarborough Shoal in the South China Sea, the government said on September 10, as Beijing moves to
reinforce its territorial claims and
maritime rights in the
contested region.
The designation of the nature
reserve is "an important
guarantee for maintaining the
diversity, stability, and sustainability
of the atoll’s natural ecosystem," China’s State
Council said.
The specific boundaries and
zoning of the reserve will be
announced separately by the
National Forestry and Grassland
Administration, it added.

aircraft carrier Fujian, one
Chinese Sovremennyy class destroyer (
hull number 136) and one
Chinese Luyang II class
destroyer (hull number 152) sailing southwest
in the waters 200km northwest

Among these, the aircraft
carrier Fujian was confirmed
by JMSDF for the first time.

The Philippines on Thursday
condemned China's plan to
establish a nature reserve in
a South China Sea shoal, calling it a
"clear pretext for occupation", as Beijing moves to
reinforce sweeping territorial claims
across the waterway.
China's plan was "patently illegal" and less about environmental protection and more about justifying control over the disputed shoal, Philippine National Security Adviser
Eduardo Ano said.
"It is a clear pretext
towards eventual occupation,"
Ano said in a statement.
The Philippine foreign
ministry said China's action "
clearly infringes" on Manila'
s rights and interests.
"The Philippines will be
issuing a formal diplomatic
protest against this
illegitimate and unlawful action by China," it said in
a statement.
Manila, a U.S. ally, also called on Beijing to withdraw the designation and comply with international law, including the 1982 United Nations Convention on the Law of the
Sea.
Asked about Manila's comments,
China's foreign ministry
said it did not accept the "unreasonable" accusations
and "so-called" protests from
the Philippines.
China urges the Philippine side to "effectively stop the relevant infringement, provocation, and wanton hype, and avoid complicating the maritime situation," ministry
spokesperson Lin Jian told a regular press
conference.
Jay Batongbacal, an expert on maritime affairs and the law of the sea at the University of the Philippines, said China's action was a thinly veiled attempt to tighten Beijing's
claims in the contested waters of the South
China Sea.
He said it could also open
the door to more aggressive
tactics, including the
arrests of Filipino fishermen.
China hopes that by "clothing its actions as 'environmental protection' they will be able to dissuade countries from supporting Philippine activities and attempts to
reintroduce traditional fishing on the shoal,"
Batongbacal said.
"Our complaints and exposure
of their destructive
activities have been among
the most effective in getting non-regional
states to listen to our side,"
Batongbacal said.
China's move to declare the
disputed shoal a nature
reserve "does not bode well
for maritime cooperation," Batongbacal
said.

Scrambles(August)
Japan Joint Staff released
its monthly statistics on
scrambles. In August, Japan
Air Self Defense Force (JASDF) conducted 27
scrambles. The most scrambles
are against Chinese aircrafts
(17 times). The others were
against Russian aircrafts (9
times) and so on.

government ships entered
Japan's territorial waters
off the Senkaku Islands in the East
China Sea.
JCG reports that the ships
crossed into Japanese waters
off the island of
Minamikojima. It says starting shortly before 10 a.
m. the vessels entered one
after another, about 15
minutes apart.
JCG says all four ships left
Japan's territorial waters
after they sailed in the
waters for about 90 minutes. It notes that the
Chinese vessels were equipped
with cannons.

UAV (estimated) flying from
the East China Sea to the Pacific
Ocean through the area
between Yonagunijima Island
and Taiwan.
This UAV turned over the
Pacific Ocean, then flew back

the same area.

scrambled to this UAV.

On September 14, two Chinese
government ships have left
Japan's territorial waters
off the Senkaku Islands in the East
China Sea after navigating
there for about 12 hours.
JCG officials reported that
the ships sailed into
Japanese waters off the
island of Minamikojima shortly after 7 a.m. on
Sunday.
They say the vessels, which
were equipped with cannons,
left Japanese waters by
around 7:17 p.m.
This is the second time this
month that Chinese government
ships have been confirmed
entering Japanese waters off the
Senkaku Islands. The previous
sighting was on September 12.

Staff confirmed one Chinese
UAV (estimated) flying from

On the same day, Japan Joint
Staff also confirmed one
Chinese Y-9 Patrol aircraft
flying from the East China Sea to the Pacific Ocean through
the area between Okinawajima Island and Miyakojima Island.
This aircraft then circled on
the Pacific Ocean, and turned
and flew back to the East
China Sea through the same area. (

On September 10, regarding
the Scarborough Shoal (
Chinese name: Huangyan Island)
in the South China Sea, where China
and the Philippines dispute
sovereignty, Chinese
authorities claimed that they would
establish a "nature reserve."
In response, on September 12,
U.S. Secretary of State Rubio
released a statement, saying,
"Together with our ally the
Philippines, we reject China's
destabilizing plans."
Rubio criticized China's
claims, stating, “This is
another coercive attempt by
China to advance its sweeping territorial and
maritime claims in the South
China Sea entirely at the
expense of its neighbors."
On September 15, at a press
conference, Chinese Foreign
Ministry Deputy Spokesperson
Lin Jian stated that China had
lodged a protest with the U.S.
side over U.S. Secretary of
State Marco Rubio's criticism of
China's establishment of a “
national-level nature reserve”
on Scarborough Shoal (known as
Huangyan Island in China) in
the South China Sea, calling
it “misguided remarks.”
Lin asserted that Scarborough
Shoal is "inherent Chinese
territory" and claimed that
the establishment of the nature
reserve is "within the scope
of China's sovereignty and is
reasonable and lawful." He urged the U.S.
side to "refrain from
causing trouble."
