\u00a0As I have assumed the position of the president of the Research Institute for Peace and Security (RIPS), replacing Dr. Masashi Nishihara, I would like to offer my greetings. RIPS is Japan\u2019s oldest independent think-tank dedicated in security affairs. For more than forty years since its inception in 1978, RIPS has been engaged in a wide variety of projects to enrich security studies in Japan.<\/p>\n

\u00a0The fellowship program for young experts in the field of national and international security (Japan-US Partnership Program) is the flag-ship project of the Institute. Over the past decades, this program has produced a huge number of talented \u201cgraduates,\u201d many of whom are now actively engaged in the research and education in universities and think-tanks nationwide or engaged in Japan\u2019s public service for diplomacy and national security. They are great assets for RIPS as well.<\/p>\n

\u00a0The annual publication \u201cAsian Security\u201d has been another prominent project of the Institute since its establishment, and earned a reputation as an in-depth analysis of the regional security trends. In addition, RIPS has been conducting research and outreach activities through regular seminars, symposiums and policy recommendations.<\/p>\n

\u00a0Based on these projects, RIPS is fully committed to developing human resources, providing knowledges conducive to the understanding of policy issues, developing recommendations relevant to policy planning, and making timely publications, in order to serve as a bridge between security studies and practice. We sincerely ask for your continued understanding and warm support, and we would be grateful for your candid opinions on the Institute as we move forward. Profile<\/h3>\n

\u00a0 Professor Hideshi Tokuchi has been President of the Research Institute for Peace and Security (RIPS) since June 2021. He joined the Defense Agency (the predecessor of the Ministry of Defense) of Japan in 1979 as a civilian and retired from the Ministry in October 2015, after completing several senior assignments, including Director-General of the Operations Bureau, of the Personnel and Education Bureau, of the Finance and Equipment Bureau, of the Defense Policy Bureau and most recently the nation’s first-ever Vice-Minister of Defense for International Affairs.<\/p>\n

\u00a0 Professor Tokuchi holds several positions in academic and research institutions: Visiting Professor at National Graduate Institute for Policy Studies (GRIPS), Visiting Fellow at the Institute of International Relations of Sophia University, Senior Research Advisor at the Institute for International Policy Studies (IIPS)<\/p>\n
